Sync doesn't sync history between Android and Windows

Description of the issue:
Although I have sync turned on on both my Android phone and my PC, with History turned on in both, URLs I visit on one device do not appear in the other’s history, as expected. There is no SyncNow option, so I assume this is done automatically every time there’s something to sync

How can this issue be reproduced?

  1. connect devices under the same account
    2.turn on sync in both
    3.check to see if history is synced

Expected result:
(it isn’t)
