Description of the issue: Brave Synchronisation gets stuck and it wont be possible to set up sync again
**Steps to Reproduce (add as many as necessary):
- On iOS: Go to sync settings
- Tap on add new new device {Computer}
- Brave now tries to add a new device, but no progress is made. Quitting and entering sync settings again will result of a empty sync chain with no devices and no further settings. (see attachment screen)

Reproduces how often: 5 times+ (5+ reinstalls needed to revert the bug)
Brave Version(See the About Brave page in the main menu): 1.79
Type of devices currently running on the Sync chain in question: 0, there was no device in the sync chain before
Additional Information: When this error occurs there is no way instead of reinstalling brave as a whole.
Also the other way around is affected: Creating a sync chain on macos works but when trying to add a new device using qr-code or word secret will result in the same error state as described and seen above
