Switch tabs bound to the wrong key when using dvorak layout on OSX

It’s my expectation that command-[ and command-] go to the previous and next page, and command-{ and command-} go to the previous and next tab.

When using the standard QWERTY layout (aka “US”), this works as expected.

When using the dvorak keyboard layout, command-[ and command-] work as expected but command-{ and command-} zoom the page instead of changing tabs. (In the dvorak layout, the { and } keys are in the same place as the - and + keys in the qwerty layout, so it feels unsurprising, but still incorrect.)

Additionally, while in the dvorak layout, command-? moves to the previous tab and command-+ moves to the next tab (those are the same physical keys as would be { and } in the qwerty layout).
