If you are on Windows 10 you may have some notification permission issues - see the link below to try and troubleshoot the problem:
and if that doesn’t work see can you try going to https://www.bennish.net/web-notifications.html, and forcing the notification to pop up.

Does Brave appear in your list of applications that are allowed to send notifications? You can check by going to (in Windows) Settings --> Notifications & actions
yes, I tried with an emulator under windows 7 and its work, I do not understand why its does not work under windows 10
