Still can't get any Ads in Japan on Windows 10

I can NEVER get any Brave Ads notifications since some months ago, when I began to use Brave.
I’ve tried all that’s described here, plus I completely uninstall (incl. manual deleting Brave Software directory) and re-install it. Though I can get normal web push-notifications through Brave.
I’m running Brave on latest Windows 10, in Japan.

  • For JP users, are the Ads distributed only by the publishers that in Japan? It seems that only 1 company supports Brave Ads in Japan.
  • Do I have to complete connection to & authentication of my PayPal account in Brave Creators in order to see Ads?

so my first question:
