Sometimes cannot drag site info icon to desktop to create a shortcut

Sometimes cannot drag the site info icon at the left-side of the address bar to the desktop to create a shortcut.

At some web sites, I can click and drag the “View site information” icon at the left side of the address bar (looks like 2 round-headed pushpins facing opposite directions) to the desktop to create a shortcut. However, on some sites, the icon changes to what looks like a Play media icon, and cannot be dragged to the desktop to create a shortcut. Following are examples of each:

Whether shown as the 2-pushpin icon, or the media play icon, clicking on the icon shows site information. However, I can drag the 2-pushpin icon to the desktop, but not the media play icon. For the 2-pushpin icon, I can right- or left-click on the icon to get the site info popup (i.e., Brave wasted a mouse click type by making them do the same thing). For the media play icon, I can right-click on it to see the site info popup, but left-click does nothing. Also, when I hover the mouse over the 2-pushpin icon, a popup bubble appear saying “View site info”, but when hover over the media play icon then there is no popup bubble.

When the icon looks like a media play icon, sometimes there is added “Autoplay was disabled on this site”. Sometimes that text is missing. When the text is added, it disappears in about 5 seconds, and the icon changes back to the 2-pushpin icon that can be dragged. If the text was not added, the icon never changes from the media play icon back to the 2-pushpin icon; i.e., while the media play icon is shown, it cannot be dragged to the desktop to create a shortcut, and sometimes the media play icon never gets replaced with the draggable 2-pushpin icon.
