Some video playback broken with Vulkan graphics back end

Description of the issue:
Some video playback (but not all) seems to be broken when Vulkan is used as the graphics back end. When viewing certain videos (most common one is a YouTube video), all that is shown is a white background even though audio is playing and scrubbing seems to work normally with respect to moving through the video.

How can this issue be reproduced?

  1. Enable Vulkan as the graphics backend via flags.
  2. Navigate to YouTube and try to watch a video.

Expected result:
The video plays normally and I’m able to see the video content.
