Shields settings for specific site not sticking

Description of the issue:
I go to a site and change the cookies settings. When I return to the site, the default settings appear

Steps to Reproduce (add as many as necessary): 1. 2. 3.
Go to VoIP.ms. Change the cookies setting. Go back to the site. The default cookie setting appears.

Actual Result (gifs and screenshots are welcome!):

Expected result:
Specific site settings should remain.

Reproduces how often:
Every time I try.
Operating System and Brave Version(See the About Brave page in the main menu):
Windows 10
Brave 0.68.141

Additional Information:
If I try to change the cookies settings globally, it shanges back to the default “Only block cross-site cookies”.

@don90630 did it happens on same browsing session or after you quit and reopen Brave?

Happens every time I re-open Brave; returns to the default.

@don90630 did you have any options enabled for “Clear on exit” under brave://settings/clearBrowserData ?

Yes.
I thought “Cookies and Other Site Data” was the controlling factor.
Now I see that “Content Settings” is the controlling factor, which I
have now unchecked.
My global and site settings for the cookies now remain.
