Session restore data : disable or write to ram

Description of the issue:
Given the frequent large writes to disk that are made for session restoration, we want a way to disable session restoration and/or write session restoration data to a memory file.

How can this issue be reproduced?

  1. Start Brave
  2. Observe disk I/0

Expected result:
No writes to disk for session restoration data.

Brave Browser 130.1.71.121
