Service worker inactive prevents extensions from functioning

Description of the issue:

Extension service workers go inactive and prevent extensions from working

How can this issue be reproduced?

1. Install privacy badger
2. Wait for service worker to be inactive
   
3. Click the extension and notice that the popup is blank
   
   
4. Go to extensions and toggle privacy badger on and off
   
   
5. Now privacy badger works
   
   

Expected result:

Popup should not be blank in step 3.

This happens for multiple plugins including lastpass and ublock.
