Description of the issue:
The secure dns option becomes grayed out if you set an app as device owner on Android I noticed this when I activated dhizuku (an app that let you share device owner permission)
Steps to Reproduce:
- Simply give device owner permission to any other app with adb or Shizuku and the option becomes grayed out.
Expected result:
Device owner should effect this setting option and it supposed to work as other browser that have that option seems unaffected.

All the time
