Scrolling up on touch screen tablet leaves black bottom half-page

This occurs both with shields up and down. And I am using default settings. This behavior is not seen when scrolling the same site in Firefox or Chrome.

Actually, this behavior shows not only on that web page, but also on this community forum, except here the bottom gets white. And it happens whether I scroll with my finger on teh touch screen, or with two fingers on the touch pad.

Chrome or FF does not behave like that.
