Description of the issue:
Scrolling fails on the first several attempts on certain pages. After multiple swipes, the page will scroll. After page comes to rest, if user attempts to scroll again, fails on first attempt. This happens on the “liveblog” page created daily on a news website.
How can this issue be reproduced?
- Open https://www.timesofisrael.com/liveblog-may-20-2024/ (or whatever the current day’s liveblog is if preferred, accessed by clicking the article with “LIVE” in red text next to it).
- Swipe with finger to scroll and scrolling will fail on the first swipe.
- Make a second swipe, and the page will scroll.
- After the page comes to rest (i.e., no longer scrolling), the first attempt to start scrolling again will fail in the same way, while the second swipe will work.
Expected result:
Scroll on first swipe, like every other page, and other parts of this site.

This has been consistently happening for ~2-3 months. It was not an issue prior to that time. It’s an issue on Mobile and Desktop.
