Scripts not blocked despite Shields settings set to block scripts

I am using the Brave browser on my computer and have set the Shields settings to block scripts. However, I have noticed that sometimes scripts are not blocked on websites, even though the “Block scripts” setting is enabled. The issue seems to occur randomly and is not consistently reproducible. However, changing the Shields settings (toggling off and on the blocking of scripts) seems to temporarily fix the issue. Once the issue starts again, scripts are consistently not blocked.

Steps to Reproduce:

1. Open Brave browser.
2. Go to Settings > Shields.
3. Make sure that “Block scripts” is enabled.
4. Browse the internet and visit various websites.
5. Occasionally, scripts will not be blocked on some websites despite the “Block scripts” setting being enabled.
6. Toggle off and on the “Block scripts” setting in the Shields settings.
7. Scripts will be blocked on websites for a time, but eventually the issue will reoccur and scripts will consistently not be blocked.

Expected result: Scripts should always be blocked when the “Block scripts” setting is enabled in the Shields settings.

Actual result: Scripts are not always blocked on websites despite the “Block scripts” setting being enabled in the Shields settings. Toggling off and on the “Block scripts” setting temporarily fixes the issue, but it eventually reoccurs and scripts are consistently not blocked.

Environment:

• Operating System: macOS Ventura Version 13.3.1 (22E261)
• Brave Browser version: Multiple, currently running Version 1.50.121 Chromium: 112.0.5615.138 (Official Build) (arm64)

Additional Information:

• The issue occurs randomly and is not consistently reproducible.
• Changing the Shields settings (toggling off and on the blocking of scripts) temporarily fixes the issue.
• Once the issue starts again, scripts are consistently not blocked.
• Clearing cache and cookies does not resolve the issue.
• No browser extensions are installed that could interfere with the Shields settings.

This seems to be similar to "allow" blocked scripts tool in shields no longer works but that was closed and no notes on resolution.

Is there a reproducible web site showing the issue?

Just looking at https://idok.madeira.gov.pt/ then enabling block all scripts, get me 13 scripts blocked.
