Save as / Download delay when file explorer is pulled up

Description of the issue:
Downloading any files, or right clicking and selecting save as, causes explorer to open but with a huge delay
How can this issue be reproduced?

  1. Every time used
  2. On latest Browser
  3. Deleted all cookies, and saved cache/cleaned all history
