Save a website as PDF

Description of the issue:
Some parts of the website are not saved as a text in PDF.
How can this issue be reproduced?

  1. go to moodle or an article from ifun.de
  2. press cmd+alt+P, then save as PDF
  3. try to select the text.

Expected result:
When I save it with Safari, I can select the text of the PDF. But with Brave, I can’t. PDFs of Moodle are more like images in PDFs & the comments at the bottom of ifun.de can’t be selected either.
