Salesforce Setup content won't load

Description of the issue:
Salesforce (nonprofit cloud) user content works fine, so does the Object Manager, but nothing I navigate to in Setup > Home like Users or Path Settings will load. (See image 2)

Here are the errors in the console.
Uncaught DOMException: Failed to read the 'sessionStorage' property from 'Window': Access is denied for this document.

Did the issue present with default Shields settings? (yes/no)
Shields are off

Does the site function as expected when Shields are turned off?
Turning off shields used to fix the problem until about two weeks ago

Does the site work as expected when using Chrome?
Yes

Try enabling shields, then turning off Block Cross-site trackers and Enable all cookies. This fixed it for me.
