Description of the issue:
How can this issue be reproduced?

1. Browser crash or force shutdown
2. Restore Pages modal appears
3. The cancel/close button is obstructed by the right hand sidebar tabs

Expected result:

I should be able to dismiss the Restore Pages modal when using the right hand sidebar tabs.
