Restore passphrase does not restore all accounts, ONLY 1 but have 17 in wallet

Description of the issue:

I used restore passphrase to restore wallet on another device, when the new wallet opened only the first wallet address from old wallet appeared but I have 17 wallet addresses.

Is the issue occurring on a specific network?

Where do I Add more accounts at? I see a + symbol to import an account, I tried passphrase and it failed so I presume that is not where you Add more accounts.
