Rendering delay of "The Verge" on Android

Description of the issue:
Brave on Android when visiting theverge.com delays rendering on all pages. There is a 3-5 second pause, and then the site instantly pops into view.

Steps to Reproduce (add as many as necessary):
1. Launch Brave
2. Visit https://www.theverge.com/, observe rendering delay.
3. Refresh page or visit any other page to see again.

Reproduces how often:
Always

Brave Version(See the About Brave page in the main menu):
Brave release - v1.4.1, however this issue has existed for as long as I can remember (at least back to early this year)

Reproducible on current live release (yes/no):
Yes

Additional information:
Disabling only the “Block Ads and Trackers” shield resolves the problem noted and allows for pages to load instantly with no rendering delay.

I have 2 patches to land, one is up for review. Should help with these issues.

The patches you pushed did the trick up until today when the previous behavior has reverted.

Seems fine here (at least for theverge), but I did check some other related sites for other web page delays;

curbed.com
eater.com
funnyordie.com
mmafighting.com
mmamania.com
polygon.com
racked.com
riftherald.com
sbnation.com
theringer.com
vox.com

I did see delays on the above sites, there is probably more voxmedia but these are more critical to fix.

This fix stopped the page delay, on these vox sites.
