Does this mean Brave will always detect idle, or never detect idle?

From what I understand, this is a change related to a rather controversial API that was notably introduced in Chrome 94. The API itself has been disabled since November 2020 (almost a year ago) since Brave isn’t a big fan. But some UI elements have been left, which has created some confusion from people thinking that it was present in Brave, when it wasn’t.
