Description of the issue:
The New Download button on the brave top bar is get popped up every time there’s a new download, which stops the current workflow on the tab.

The new tab does not work while the download drop-down is opened. and it keeps on opening while the download is running in a different tab(background).
Expected Result
This download button should not open a drop-down menu but instead, just show an animation only (which it does at the start).
