I see from your issue that you are running an old version of brave, I suggest to update that.
Although I don’t have a solution but I do have a work around as I have faced similar issue before.
You may use a external password manager, in my experience it is more secure than inbuilt chromium password manager. There are plenty like dashlane, one password but I particularly like Bitwarden cause it’s free and open-sourced.
Using a external password manager has many more benifits than the local chromium ones.
