Really laggg when enable title bar and border in Settings

Description of the issue:
Computer become lag and can not do any thing after enable title bar and border.

Steps to Reproduce (add as many as necessary):

  1. Open settings tap
  2. Choose Appearance
  3. Enable Title Bar and Border.

**Actual Result: **
The browser was disappeared. And the computer was like stop working (really lag).

Expected result:
Title Bar appears

Reproduces how often:
I tested it twice, it happened all.

Brave Version(about:brave):
Version 0.66.101 Chromium: 75.0.3770.142 (Official Build) (64-bit)

My OS:
Fedora 30
