Read Later feature is very handy just like chrome does in the bookmark bar at rightmost cornor. It gives option to bookmark a website or add to Read later.I currently use a folder to do this

## Description
Follow-up from #17573. We need to add the reading list back to the bookmarks bar. Feature was disabled since this would be a new feature for Brave users and there was no method to add items to the reading list via the bookmarks button.
Need a decision to have reading list enabled by default (shows folder in bookmarks bar by default), disabled by default and controlled via a setting to show in bookmarks bar, or disabled by default for all users but enable for people who are importing from Chrome and have used the feature.

The main reason Iām still using safari is for the reading list and reading view. I recommend adding these features.
