Description of the issue: Quickly entered URL after start resets itself

Steps to Reproduce (add as many as necessary):

  1. Open Brave
  2. Quickly start typing in URL shortly after startup

Actual Result: The URL is reset, you have to enter it again.

Expected result: Entered text should be preserved

Reproduces how often: Always

Operating System and Brave Version: Windows 10 October Update (1809) Brave: 0.62.51
