If I use a phrase generated by desktop Brave version to restore it on a mobile version, would both desktop and mobile share the same wallet, always with the same balance? Or would it lock the desktop version?

Yes, if you use your seed phrase to restore the wallet on a different device, it would be the same wallet and should have the same balances. At least that’s how it has worked in the past and I don’t think there’s been any changes to stop that.
