Problem- error: Brave Rewards profile is flagged

The no action is necessary is usually the system catching up on itself and lifting any temporary flags. It’s possible that it’s quite content in what it flagged you as and your account is permanently flagged.

Your best bet would be to create a Support Ticket at https://support.brave.com/hc/en-us/requests/new?ticket_form_id=360001302431 and provide all necessary information to them.
