I wiped out my cookies, now when i go into private browsing and go to google it shows up in a different language but not on normal browsing.

Hi @drummer17, Welcome to Community!
Can you go to brave://settings/languages and confirm what language is listed?
Also, when you open a private window. Can you confirm if its a normal private window or a private window with tor?
