Privacy issue: YouTube and Google exempt from cookie settings

Description of the issue:

The Chrome codebase appears to make an exception specifically for YouTube and Google, and ignores these sites (and perhaps more?) when using “Clear cookies and site data when you close all windows” as well as “Sites that can never use cookies”. Do you guys have a way of patching this?

How can this issue be reproduced?

  1. Go to Settings > Privacy and Security
  2. Enable “Clear cookies and site data when you close all windows”
  3. Add “youtube.com” and “www.youtube.com” to “Sites that can never use cookies”
  4. Close and re-open Brave Browser, cookies are still present
  5. Manually remove cookies, visit YouTube, and the cookies will be restored

Expected result:

  1. Expected Google and YouTube cookies to be gone when restarting Brave
  2. Expected Google and YouTube cookies to not appear when visiting them

Additional Information:

As a workaround, I found that adding “[*.]youtube.com” to “Sites that can never use cookies” appears to work, though initially I (naively) assumed the above settings would be enough. However, this still means that “Clear cookies and site data when you close all windows” ignores Google and YouTube (or it did for me on multiple restarts).
