Pinned Tab Bug After Experiencing Network Outage

Description of the issue:
Pinned tab URLs change to about:blank when opening Brave Browser and I am not connected to a network. After connecting to a network, Brave should restore the pinned sites but does not.

Steps to Reproduce (add as many as necessary):
1.
Launch Brave Browser;
2. Visit any website, click its’ tab and select Pin;
3. Close Brave Browser;
4. Disconnect from your wired and wireless network(s);
5. Open Brave Browser;
6. Note that your pinned tabs have failed to load (obviously);
7. Close Brave Browser;
8. Reconnect to your wired and/or wireless network(s);
9. Note that the URLs in your pinned tabs have been lost;

Actual Result (gifs and screenshots are welcome!):
Pinned tab URLs are lost when opening Brave during a network outage;

Expected R esult:
Pinned tab URLs should be restored once network connectivity is established;

Reproduces how often:
Every.Single.Time.
