Description of the issue:
Clicking an Internet shortcut pinned to the task bar produces the error “Unable to open this Internet Shortcut. The protocol ‘BraveHTML’ does not have a registered program.”
Steps to Reproduce (add as many as necessary):
Brave is pinned to the taskbar.
(1) Drag the URL from the address bar to Brave on the task bar to pin it.
(2) Right-click Brave on the taskbar to display the pinned items.
(3) Click the pinned shortcut.
(4) The error message “Unable to open this Internet Shortcut.” The protocol “BraveHTML” does not have a registered program.” displays.

Windows 7 Home Premium with Service Pack 1.
Version 1.14.84 Chromium: 85.0.4183.121 (Official Build) (64-bit)
Recent shortcuts appearing in the Brave icon in the task bar that are “pinned” do work as expected. For example, pinning “In the Pipeline” (shown in screenshot 2) and clicking it would work.
Shortcuts that are dragged to the desktop also work. (See attached screenshot 3.) If you drag this shortcut to Brave on the task bar to pin it, it will not work.
Dragging from the address bar to the task bar works flawlessly in Firefox and Google Chrome but not in Brave.
