PDFs Jump to Top When URL Bar is Expanded

Description of the issue:
Whenever the URL bar gets expanded, whether by scrolling up or by tapping it, if a PDF is the active tab, it will jump to the top of the PDF instantly.

How can this issue be reproduced?

  1. Open any PDF inside of Brave Browser.
  2. Scroll down.
  3. Try to scroll back up, or tap on the top bar to expand it.
  4. Brave will instantly jump back to the top of the PDF.

Expected result:
Brave should simply expand the top bar, and you should remain in the same place. You should not be jumping to the top of the PDF.

I see the same issue on my iPhone. It’s very frustrating when I’m 30 pages in to a document or musical score and it jumps back up to the top for no reason. I’ve resorted to saving the PDF and then opening it in a different app like Files (iOS built-in app) where this doesn’t happen.
