Opening URLs in browser loads pages indefinitely. Then you open new tab copy paste the url from the forever loading tab and the forever loading tab loads the page. Also the new opened tab now loads the page.
How can this issue be reproduced?

open new tab copy paste url from previous tab and viola both tabs load page

Do you have any extension(s) installed? I’ve installed very few extensions. The short list includes NoScript. I find that when a web page fails to load (I do encounter this - which is why I’m replying to your query), a blocked script is frequently the culprit. How permissive you choose to be with scripts is up to you, but blocking scripts has consequences.
Have you tried opening a non-responsive website you’re trying to visit in a Brave ‘private window’? Have you tried opening a non-responsive website with a different browser?
The URL are random … and when it starts to happen on one URL it keeps happening in the future … it’s not just one page. Somehow all are slowly becoming as infinite loading. Some examples: reddit, stack overflow, it happened on some local gov web pages I had to use … So no specifics there sorry. I’ll check my extensions on that one computer this happes and let you know. I’m on another computer atm. Private browsing works fine. Everytime.
You might compare what you see in that window, among various Internet browsers - most have a Developer Tools window.
If you click on the JS button - to the right from the All button, then you will see JavaScripts (instead of All the items). And, while watching that window, I sometimes ENABLE the “Disable cache” checkbox.
Some webpages do not render anything visible, with JavaScripts blocked. While some webpages will render variations in the amount of visible real estate.
