Page scroll starts with awkward delay

Description of the issue:
page scroll starts delayed when browser window was idle for some time
both touchpad scroll and keyboard pgup/pgdn/space

How can this issue be reproduced?

  1. open any page with scroll (e.g., wikipedia article)
  2. leave browser window idle (dont’t click/touch/scroll) for 10s
  3. start scrolling with touchpad two-finger gesture

Expected result:

feels like scrolling starts immediatly
