Page down/up tools for pdf viewer

I can’t find the page down tool in the pdf viewer, nor do the buttons work on my keyboard, so I am assuming the feature does not yet exist.
I would expect page down/up features to be standard on any document viewer.
(I realize that the app is identical to Chrome’s, but why not get ahead on this one?)
