Description of the issue:
OneSignal service worker won’t install, even if ‘shields’ are disabled on the site.

I’m testing on https://theatrehub.online/home but I imagine it happens on all sites using OneSignal.
**Did the issue present with [default Shields settings]
YES - when the global setting: “trackers & ad-blocking” is either ‘enabled’ or ‘aggressive’, onesignal is blocked, regardless of the site-specific ‘shield’ settings.
Does the site function as expected when Shields are turned off?
NO - the site-specific shield setting doesn’t fix the issue, but setting the global setting “trackers & ad-blocking” to ‘disabled’ allows the site to work again.
So I’m thinking there’s something more to the global setting, that the site-specific ‘shield’ doesn’t cover.
Does the ad appear when using a Private window as well? (yes/no)
Problem is the same in private mode.
