Next time, please observe and adhere to the posting guidelines and please fill out the template that appears in the editor when opening a thread here on Community.
That said, the Create shortcut option will always be grayed out on Brave’s internal pages (such as Settings). However if you go to a website, the option will not be grayed out.

@Mattches for what it’s worth, they honestly wouldn’t have seen a template in the editor. When people just click on 
it shows up blank, like below:
Templates only show if someone pays enough attention to assign a category to their topic. Perhaps edit this to have something encouraging people to choose a category and answer templates?
Or even better yet, require people to choose a category before they can even have text input so that there are unable to type anything out unless they choose the category it belongs?
