Omnibox UI White Background on Blur

Description of the issue:
Disabling #omnibox-ui-white-background-on-blur has no effect.

Steps to Reproduce (add as many as necessary)

  1. Disable #omnibox-ui-white-background-on-blur in about://flags
  2. Move a fullscreen window in front of Brave
  3. Attempt to view a preview of Brave in the taskbar or attempt to capture Brave with OBS

Actual Result (gifs and screenshots are welcome!):
The omnibox is white and does not show the loaded web page.

Expected result:
The omnibox shows the loaded web page.

Reproduces how often:
100% of the time.

Operating System and Brave Version(See the About Brave page in the main menu):
Windows 10 and Brave Version 0.66.99 Chromium: 75.0.3770.100 (Official Build) (64-bit)

Additional Information:
This is somewhat new, maybe one or two updates ago disabling #omnibox-ui-white-background-on-blur prevented this behavior.
