Not allowed to skip ads on youtube only on 1 computer?

On youtube not allowed to skip ads

  1. go to youtube.com on my 1 dell laptop (on the other it works fine)
    2.play a video
    3.when an ad starts playing during the video there is no skip ad button the only way I can skip it is if I refresh the page.

I am able to click skip ad instead of refresh the page.

Version 1.2.43 Chromium: 79.0.3945.130 (Official Build) (64-bit)
