No navigation bar in full screen

Description of the issue:

Navigation bar are disappearing on full screen. Search results for the issue suggest to enable Always show toolbar in full screen option available via the View menu or brave://settings/appearance in The toolbar section. Except there’s no option like that at least in this version.

**Steps to Reproduce: **

  1. Install brave flatpak on Fedora 40 sway edition.
  2. Switch browser to fullscreen.

Actual Result

No navigation/search bar, even on mouse-over only a “X” button down the middle to exit full-screen. Also no related option in brave://settings/appearance toolbar section.

Expected result:

There will be some way to always show toolbar in full screen.

Operating System and Brave Version:
Fedora Sericea 40
1.70.123 Chromium: 129.0.6668.89 (Official Build) unknown (64-bit)

Additional Information:
I am using sway (a wayland DE) and flatpak brave. Almost certain wayland is something to do with it as there was no such issue on i3.
