New Tab won't show in the bar when Tab Scrolling on

Description of the issue:
When I set the Tab Scrolling in brave://flags/ to Enabled: Tabs shrink to a large width, when there is enough tabs opened, the Brave won’t open additional new tab.
How can this issue be reproduced?
Set the Tab Scrolling in brave://flags/ to Enabled: Tabs shrink to a large width. Keep opening the new tabs until the navigation arrows (left and right) are displayed. When enough tabs are opened, Brave will not display additional tab opened and user can’t click on it, nor it can scroll the tab list using the right arrow. Only when the user clicks on the left arrow, or on the some of previously opened tabs, or presses ctrl-tab, the tab bar somehow unlocks or resets and displays the tabs which were previously opened but not displayed. See animated gif.

Expected result:
I’m trying to mimic the Firefox desktop default tab handling, which doesn’t shrink tabs to miniscule size as Chromium browsers defaultly do, but rather it scrolls them keeping reasonable width that is actually clickable. Brave enables that in experimental settings but new tab is unclickable as aforementioned.
