Description of the issue:
New tab launches from an existing website (not from another new tab page) have an animation lag on the tab, as well as the new tab page itself. The tab animation opens halfway, then stutters for a brief moment, then opens fully. This is in sync with what is displayed onscreen, where the new tab screen opens with a gray picture, then actually loads the ‘new tab page’ picture/ad.
Steps to Reproduce (add as many as necessary):
1. Launch Brave
2. Visit any website, then press CTRL + T (or CMD + T) to open a new tab
3. Repeat for additional ways tabs are opened - clicking on the + sign on tab bar, from main menu, etc. Only happens when new tab pages shows “dashboard/splash screen/ad”. Does not happen when new tab page is set to blank
