Navigation buttons are highlighting in reverse!

Description of the issue:
Navigation buttons are highlighting in reverse!
eg. If you cannot go back a page. The back page button is highlighted on screen.

Same problem as seemingly forgotten and closed here…
Same as Navigation Buttons are hard to see in color themes

Steps to Reproduce (add as many as necessary): 1. 2. 3.
Install any Theme.
Note the buttons do not highlight correctly.

Tried various themes none have acceptable navigation button results.
Built in Brave dark and light work fine.
Example fail theme: Classic Blue - From Google (Chrome Team)

Expected result:
Highlight only usable buttons.

Reproduces how often:
Always

Operating System and Brave Version(See the About Brave page in the main menu):
[Version 1.5.123 Chromium: 80.0.3987.163 (Official Build) (64-bit)]
And all previous versions I’ve used.

Additional Information:
Previously " Mattches"
said it was going to be looked into.
I could not find it on the bug list, so am reporting it here.

PS. You could also solve my issue by making the built in themes have more contrast for selected tab… That is the only reason I started using other themes in the first place.
