Moving window & full screen issues on Wayland

Description of the issue:

I have two very similar issues which I believe are rooted in the same bug.
When using a wayland session if I move Brave window around, or full screen the window I frequently lose a portion of the top of the window above the top of the monitor border the browser is not where it thinks it is. For example, I full screen brave on my second monitor, and there is a gap between the top of the monitor and where brave is (about 10-15% of the monitor height), and if I click anything, it is like I am clicking the mouse that much higher than where I click. So if I try to pause a video in youtube for example, it will not respond unless I click about 10-15% of the monitor height below the button. This only happen when I run brave full screen or I use KDE tiling to use the right half of my monitor and try to drag a tab out.

This is a slight possibility this is a Wayland/KDE issue, and not brave related, but I have yet to be able to reproduce it in any other app.

How can this issue be reproduced?

No invisible offset.
