Linux: Opening a PDF file with brave creates .config folder in the same directory as the PDF

Description of the issue:
Brave creating undesired .config folders
How can this issue be reproduced?

  1. Open a PDF file with brave
  2. A .config folder is created in the directory of the PDF file

Expected result:
The default config folder (located at ~/.config) is used to open the PDF.
Brave Version( check About Brave):
Version 1.68.134 Chromium: 127.0.6533.88 (Official Build) (64-bit)

Additional Information:
This is very annoying. Brave is just generating garbage all over my disk.
