Today Brave sent an email notifying the new tier system kicking off on October 1st. It mentions that September 30th will be the last day for a user to install Brave and receive the $5 BAT equivalent irrespective of the Tier System.
My question is does the Creator get paid $5 equivalent whenever a person who installed Brave till September 30th get confirmed or is there a deadline for that too (like October 31st or something) ?

If it is installed before October 1st then it will still pay the $5 of BAT.
So if my understanding is correct, even if a person who installed Brave on September 30 confirms on Nov 15th, the creator still gets paid $5 irrespective of tiers. Am I right ?

Thanks for the follow up. If the install takes place before the cut off date of October 1st, then yes that would still apply.
The installation must me before October 1st i.e., Sept 30th
