iOS Bookmarks not properly syncing

Description of the issue:
Bookmarks do not sync properly. They arrive to the iOS app completely disorganized, many bookmarks even missing.

How can this issue be reproduced?
Sync settings and bookmarks between MacOS Desktop app and iOS mobile app

Expected result:
All bookmarks organized as constructed on the Brave Desktop app.

Mobile Device details
Device: iPhone 8 Plus
OS: 13.3
Brave v.1.14.1

Desktop Device details
Device: MacOS
OS: 10.15.2
Brave v.1.1.20
