Description of the issue:
Some days when opening up Brave for the first time on my computer, I’ll find one of the Windows of tabs that I had from my last session is missing. I didn’t realize until those tabs started being Youtube videos that they in fact were still there. I will start up Brave and audio will start playing on an invisible Window, and the only way I can stop it is to kill the process asking for Video Decode in task manager.

I can’t be exactly sure of how to reproduce, it appears to just occasionally happen when starting up Brave after turning on my computer.

CORRECTION
I updated to Version 1.7.98 Chromium: 81.0.4044.113 (Official Build) (64-bit)
And numerous missing Windows suddenly came back to me.
