Description of the issue:
Some extensions have been removed from the webstore such as: https://github.com/Chirmaya/BooruSlideshow
I have a wifi picture frame and used to use this to have it cycle through pictures, but can no longer install the extension without being in developer mode which nags me all the time and makes me manage the files location rather than the browser.

Try to install a crx.
Actual Result (gifs and screenshots are welcome!):
Crx installs but can not be enabled.
Expected result:
Crx installs and can be enabled.
Reproduces how often:
Every time.
